
We are pleased to announce that Professor Chunhui Wang, dual-appointed Professor and Doctoral Supervisor at the School of Cyber Science and Technology, Zhejiang University, Chief Expert of the Research Base for International Cyberspace Governance at Zhejiang University, and Director and Chief Expert of the Research Base for Cyberspace Governance and Digital Economy Rule of Law in the Yangtze River Delta, has been elected as the 100th Academician of the World Academy of Artificial Consciousness (WAAC), in recognition of his important contributions to cyberspace governance, digital economy strategy and law, data factor systems, data security governance, personal information protection, the development and utilization of public data resources, artificial intelligence governance, digital ethics, and the study of international rules for cyberspace.

Professor Chunhui Wang is an influential expert and scholar in China’s fields of cyberspace governance, digital economy rule of law, and data governance. He has long been dedicated to the study of cyberspace governance systems, legal frameworks for the digital economy, data resource systems, data security protection, personal information protection, the opening and utilization of public data, cross-border data flows, and digital ethics and governance mechanisms in the era of artificial intelligence. His work has systematically promoted the development of interdisciplinary research on cyberspace governance and the rule of law in the digital economy. His research not only serves major national strategic needs such as building China into a cyber power, advancing Digital China, promoting the market-oriented allocation of data factors, and supporting the high-quality development of the digital economy, but also provides important theoretical support and policy references for the development and utilization of data resources, the construction of cybersecurity rule of law, digital platform governance, AI governance rules, and the development of a global digital governance system. As Chief Expert of the Research Base for International Cyberspace Governance at Zhejiang University and a leading academic figure at the Research Base for Cyberspace Governance and Digital Economy Rule of Law in the Yangtze River Delta, Professor Wang has continuously promoted the construction of high-level research platforms for digital rule of law, policy consultation, academic exchange, and interdisciplinary talent cultivation, making important contributions to China’s research on cyberspace governance, digital economy rule of law, and international digital governance.
WAAC believes that the study of artificial consciousness requires not only advances in artificial intelligence, cognitive science, neuroscience, computational models, and philosophical theory, but also systematic research into legal responsibility, data rights, ethical boundaries, governance rules, and institutional safeguards in future artificial agents, autonomous systems, data-driven societies, and human–machine symbiotic environments. Professor Wang’s work in cyberspace governance, digital economy rule of law, data factor systems, data security governance, personal information protection, the development and utilization of public data resources, and artificial intelligence governance provides important theoretical resources and governance insights for trustworthy intelligent agents, auditable AI, data sovereignty, responsibility mechanisms for intelligent systems, the boundaries of machine autonomy, human–machine co-governance, and the institutionalized development of future artificial consciousness systems. His research path, spanning cyberspace security, the digital economy, data rule of law, public policy, international rules, and artificial intelligence governance, offers significant inspiration for connecting foundational research on artificial consciousness with institutional development in intelligent societies.
In recognition of his outstanding contributions to cyberspace governance, digital economy strategy and law, data factor systems, data security governance, personal information protection, the development and utilization of public data resources, artificial intelligence governance, and digital ethics research, the World Academy of Artificial Consciousness has decided to confer upon Professor Chunhui Wang the title of WAAC Academician and congratulates him on becoming the 100th Academician of WAAC.
